Vice President, Finance & Human Resources

The New York City School Construction Authority (SCA) is one of the region’s largest construction entities, building and modernizing school facilities for the largest school district in the nation with a Five-Year Capital Plan totaling r
oughly $20 Billion.

We have an excellent opportunity for a Vice President, Finance and Human Resources, who reports to the President and CEO and is responsible for overseeing all financial and human capital management functions in support of SCA’s operational and strategic goals.

Other responsibilities:

1. As a member of the SCA Executive Team, participates in the development of, and decisions on, strategic and operational proposals, policies and procedures. Drives collaboration across the Authority and ensures compliance with applicable rules and regulations.

2. Leads the organization to mitigate financial and human capital risks by leveraging a deep knowledge of industry best practices and trends, analyzing data, and advising senior leadership on business and human resource strategy.

3. Oversees the day-to-day operations of the Department, which is comprised of Finance and Human Resources Divisions and totals approximately 75 team members.

4. Leads all human capital management functions including talent management (recruiting, performance management, training); compensation and benefits; human resources information systems; civil service; labor relations (collective bargaining and administration of all collective bargaining agreements); and regulatory requirements (in conjunction with the Legal Department).

5.  Develops and leads implementation of strategic human capital management goals and initiatives including more effective recruiting strategies; improved HRIS processes, metrics, and reporting; and more strategic training plans that support workforce development and succession planning.

6. Oversees all financial functions including capital and operating budgets, payables, accounting, reporting, and federal and state reimbursement revenue management (State Aid and FEMA reimbursement). Also oversees Authority-wide project status, schedules, and reporting.

7. Develops and oversees strategic and financial goals and initiatives including meeting annual commitment goals, ensuring financial systems meet needs of Authority, meeting all regulatory reporting requirements and ensuring the integrity of all financial data.

8. Serves as the main point of contact with City, State and Federal entities involved with SCA funding (e.g., NYC Office of Management and Budget, NYC Comptroller’s Office, State Education Department, FEMA).

Minimum Qualifications:

Bachelor’s Degree.

Fifteen years of full-time experience in finance, accounting, human capital management, management analyses, business or public administration, seven years must have been in a managerial or executive capacity or a satisfactory combination of education and experience.

Preferred Qualifications:
Proven track record of work experience leading and managing teams. Strong business and financial acumen with proven ability to understand and align with the mission, vision and strategies of the SCA while managing multiple priorities. Creative problem-solving using business skills to help inform solutions throughout the organization.

Excellent written and verbal communication skills. Master’s degree in public or business administration or related degree. Master’s Degree or extensive coursework in human capital management. Collective bargaining experience. Public/non-profit employment experience. Ability to respond effectively to changing priorities. Oracle Financials and Workday HRIS experience a plus.

Certifications:  CPA, CMA, SHRM-SCP, or SPHR
