The Manager Human Resources Programs will be responsible for helping to design and implement multiple human resources projects, programs, and activities to improve HR programs, processes, and services.  The scope of these projects includes, but is not limited to, HRIS implementations, workplace policies and procedures, compensation, performance management and more.  Constituents include those at Territorial Headquarters and those throughout the Eastern Territory.  This individual will partner closely with the HR/HRIS team to work on various HR programs and solutions that will foster engagement, efficiency, increased performance, and continuous improvement at Territorial Headquarters, Divisional Offices and local units. The is an onsite position and is located at Territorial Headquarters in West Nyack, New York. 

  • Partner to implement various UKG HRIS modules (including HR/Core Payroll, T&A, Onboarding, etc.); outline general processes that can be adopted by the commands as well.
  • Help to improve organizational effectiveness through the deployment and enhancement of other HR systems and solutions. Ensure effective and sustainable deployment.
  • Create communications that ensure the employee population is trained and knowledgeable of the updated HR program, policy or procedure. Identify relevant, easy-to-use and cost-effective communication tools that can be deployed to managers and employees.
  • Work on evaluating the organization’s compensation and performance management programs. Recommend changes to the compensation system which addresses salary planning, salary grades/bands, administration (i.e., merit, promotions, adjustments and internal equity reviews) and ensures competitive positioning.  Manage the process to update job descriptions and job categories.  Develop a performance management system that promotes feedback and development.
  • Establish engagement initiatives which include capturing feedback regularly, promoting open dialogue and action planning. Deploy solutions that improve talent management programs and processes that encourage employees to continue to embrace and demonstrate the values of The Salvation Army.
  • Oversees the completion and submission to National Headquarter of EEO Reports for the Eastern Territory, as required.
  • Assists Commands with their Affirmative Action Plans including guidance and training on actions required, data collection and maintenance, reviewing goals and accomplishments, and preparing compliance reports.
  • Maintain strong cross-functional relationships. Work closely with Territorial and Command HR Directors/Managers, functional specialists, and outside vendors to implement effective HR programs. Work in close collaboration with the HRIS Director to implement the HRIS modules and other technology platforms.
  • Define and develop HR analytics, reporting tools, and dashboards to evaluate the effectiveness of HR programs and initiatives.


  • Bachelor’s degree required; BBA preferred
  • 5 - 7 years of generalist experience with increased HR responsibilities including implementation of some of the following: compensation, performance management, talent management programs, time and attendance, HRIS, etc.
  • Certification in one or more of the following helpful: CCP, SPHR
  • Work experience in a large organization is preferred
  • Demonstrated end-to-end experience in the development and execution of HR initiatives
  • Exceptional interpersonal skills and understanding of group dynamics
  • Demonstrated ability to take a hands-on approach
  • Ability to prepare clear and concise reports and deliver formal presentations or training
  • Strong analytical and critical thinking, sound judgment, customer service and project management skills
  • Ability to maintain confidentiality, tact, and diplomacy
  • Demonstrated proficiency with business applications, such as Microsoft Office suite and human resource information systems, UKG (UltiPro) preferred.
  • A desire to seek continuous improvement and best practices
