Department Overview
This department specializes in HR for the organization of Rakuten Group's strategic mobile-related businesses, providing comprehensive HR support-with a team of approximately 60 professionalsacross talent management, recruitment, learning and development, performance management, labor management, and HR business partnering (HRBP).
In close collaboration with Rakuten Group Headquarters, we operate in an environment that enables end-to-end ownership: from identifying HR issues tailored to the unique workplace context of the mobile business (mobile market dynamics, store/retail operations, and a globally distributed development environment and workforce) through to solution design, program implementation and operations, and workplace communications.

We are seeking a candidate who can lead cross-functional project management and standardize project quality to drive HR initiatives related to the rapidly growing Rakuten Mobile business.
Position Details
You will be responsible for everything from designing HR systems and initiatives to managing those projects, and, as PMO (Project Management Office), driving the standardization and visibility of project execution.
Specifically, you will lead HR initiatives such as developing medium-term workforce plans; designing and operationalizing performance evaluation and compensation frameworks; planning and operational design for employee career development programs; and leveraging AI to enhance the quality and operational efficiency of HR processes.
Through these activities, you will partner with stakeholders across Rakuten Mobile to identify and solve HR challenges, working closely with frontline teams to drive projects to completion. This role offers end-to-end ownership-from planning through impact measurement-and is ideal for HR professionals seeking to make a dynamic, enterprise-wide impact.
Work Environment
Mobile/RTS Human Resources Department (overall): Approximately 60 members
Talent Management Section: Approximately 15 members
Mandatory Qualifications:
Minimum of 3 years of experience as a Project Manager
Experience driving standardization initiatives within a PMO
Experience communicating with executives and senior leadership
Experience in stakeholder negotiation and management
Desired Profile
- Excellent communication skills; a strong team player adept at cross-functional collaboration
- Ability to adapt quickly to changing environments and new challenges
- Proficiency with Excel and PowerPoint
- Business-level proficiency in Japanese and English
Desired Qualifications:
- Knowledge and experience in organizational design, organizational development (OD), and talent management
- Solid understanding of the Project Management Body of Knowledge (PMBOK) and hands-on implementation experience
- Ability to analyze issues and propose and execute effective solutions
- Proven experience collaborating with colleagues from diverse backgrounds, including different nationalities, religions, and genders
