Job Summary:
The Director of Human Resources leads strategic talent acquisition and employment operations that directly supports the School Division’s mission to improve instructional quality and operational excellence. This position leads the Department of Human Resources, driving innovation and continuous improvement across recruitment, selection, staffing, compliance, retention, employee and labor relations, and personnel evaluation systems.
As a key member of the CHRO leadership team, the Director provides expert consultation on employment liability, employee misconduct, and workforce planning, ensuring alignment with long-term organizational goals. The role also ensures full compliance with federal, state, and local laws, as well as internal policies and regulations, while fostering a positive workplace culture.
Essential Responsibilities Specific to this Job:
Strategic Leadership:
- Serve as the division’s strategic leader for talent acquisition and employment, aligning staffing strategies with the School Division’s mission and long-term goals.
- Lead, build, and retain an engaged, committed, and high-performing team focused on talent acquisition and employment, establishing clear and measurable goals for team members and promote a culture of continuous improvement, innovation, and accountability.
- Lead the design, execution, and monitoring of the HR Continuous Improvement Plan, ensuring alignment with division-wide strategic priorities and in support of and in alignment with our Human Capital Framework.
- Provide workforce analytics and strategic insights to the Chief Human Resources Officer to inform executive decision-making.
- Provide leadership and guidance on human resources policies to ensure legal compliance and strategic alignment.
Recruitment, Selection & Onboarding: - Coordinate and manage the division staffing plan and the Department of Human Resources budget with a focus on recruitment and employment operations.
- Lead a proactive and inclusive recruitment strategy, leveraging local, national, and international outreach to attract top-tier talent.
- Build and maintain partnerships with colleges and universities to expand educator pipelines and preservice training opportunities.
- Collaborate with Talent Management and Development in the design and oversight of new employee orientation and onboarding programs that foster early engagement, clarity, and retention.
- Collaborate with division leaders to refine interviewing, hiring, and placement protocols.
Operational Oversight & Compliance: - Supervise and coordinate the work of staff related to recruitment, staffing, licensure and certification, compliance and employee and labor relations.
- Oversee personnel records management and ensure compliance with all federal, state, and local employment laws and school division policies.
- Direct the completion of required reports and develop systems for data collection to forecast employment needs and support strategic objectives.
- Manage and secure a budget to support the Human Resources Department, including funds from grants, as well as state and federal sources.
Employee & Labor Relations: - Provide expert consultation on employment liability, employee misconduct, and labor relations matters.
- Play an active role in the grievance process and review of investigative reports, recommending disciplinary action as appropriate.
- Advise administrators and supervisors on employment practices, policies, and regulations related to hiring, performance, and separation.
- Monitor disciplinary actions and documentation division-wide to ensure consistency and compliance.
- Support the division’s collective bargaining efforts by serving as a resource and advisor and participating in negotiations or strategy development as appropriate.
Professional Development & Evaluation: - Responsible for the departmental professional development plan and also for ensuring division wide professional development for administrators on HR related responsibilities, including selection protocols, supervision, employee and labor relations, disciplinary actions and documentation, and compliance.
- Supervise the evaluation process for department personnel, ensuring clear and reasonable goals for team members and actively promote a culture of continuous improvement.
- Monitor evaluation documentation division-wide to ensure consistency and compliance and collaborate with HR to ensure consistency, compliance, and alignment with development goals.
Culture, Engagement & Inclusion: - Champion a division wide positive and inclusive workplace culture that values employee contributions, encourages collaboration, and supports equity and belonging in all employment practices.
- Lead cross-functional teams to monitor and promote employee satisfaction and engagement, and implement strategies to address identified areas for improvement.
Leadership & Representation:
- Serve as the division’s liaison with local, state, and federal agencies on employment-related matters.
- Act on behalf of the Chief Human Resources Officer in their absence, ensuring continuity of leadership and strategic HR operations.
Requirements
Minimum of a master's degree in Human Resources, public school administration, or related field, plus 10 years increasing responsibility in professional supervisory experience such as direct experience in exempt level Human Resources, school administration, and/or public administration is preferred. SPHR, SHRM-SCP Certification preferred.
